Using a 28 domino set, split the dominos between the players To win; collect three goal victories. The game has three goals: Have the highest stack, the lowest population count or the highest population count. The game is played in three phases: City Build: Make stacks of dominos aiming for as many of the three goals as possible Disaster: Send a flood to remove a rival city stack from play Relief: Add 6 pop and 1 height / reverse a flood
